Blind welfare allowance

Under the current legal situation in Greece, the blind and those with visual acuity of less than one twentieth (1/20) in both eyes by an incurable disease and disability of 80% or more (Article 1 of N.958 / 79) are entitled blind welfare allowance from the Regional Social Welfare Directorates.

Contact the nearest Disability Certification Centre and receive the "Introductory Services Folder ", which you can also find it here. This document should be completed by an ophthalmologist of a public hospital, of grade A trustee or a director of an eye clinic. It must make reference to the eye disease and the assurance that the person concerned is blind under the legislation (visual acuity of less than one twentieth and incurable in both eyes). The persons must have with them their identity cards. Do not forget the authenticity of the ophthalmologist's signature from the hospital protocol.

After the form is completed, it must be submit to the closest Disability Certification Centre secretariat, along with some additional documents (see www.kepa.gr) for each committee examination to be scheduled.

When you have the committee judgement paper, which states the disability presentence, you can submit it to your Regional Social Welfare Directorate, where you can be informed about whether you can be part of the blind welfare allowance programme

Manpower Employment Organization (ΟΑΕΔ - OAED) unemployment card for people with disabilities

Under the existing law, blind people and all the people with disabilities are entitled to unemployment card by OAED, which doesn't have to be renewed every month.

For the card issuance, you need (see www.oaed.gr):

The Disability Percentage Document from the Disability Certification Centre committee,

Tax Identification Number certification by your local tax office,

ID card,

Statutory declaration that you are unemployed.

Submit the supporting documents in the OAED Disability Department in Athens (Stadiou and Emmanouil Benaki). The most common procedure after that is to work with your consultant for the completion of the individualised intervention form (containing information on your knowledge and your skills) and check the current programmes of OAED and jobs .

Introduction to Higher Education

Under the provisions of the Ministerial Decision N152/B61504/23.05.2001 (GG 659 vol.B), the blind and those suffering from serious diseases with disability of over 67%, who are high school graduates or can enroll in the department of their choice without examinations, for up to 5% of the total number of positions. If the number of applicants in school or department is greater than the number of positions corresponding to this percentage, the selection is made from the faculty, based on the high school degree.

The application and above documents are submitted exclusively through the registration period each year by the same or by legally authorised person.

Telephonists school

You can participate in the blind telephonists school  in the IEK of Nea Smyrni. The studies are one year and the internship one semester long . The specialty is titled "TIRESIAS: People with Visual Impairments, Customer Service Call Centre Operators" and enables holders to claim positions of blind telephonists tendered for public bodies through OAED. The applications are made in the beginning of each semester (Fall and Spring) with deadlines given by the IEK of Nea Smyrni.

Statutory declaration that is unemployed

In case you may file other documents such as documents proving being part of a multi-children family or documents that another person in your family is a disabled person. The presence of the person concerned of the same is necessary. (see www.keat.gr)

Discount on OTE bill

Under the current legislation, the blind can have a discount of up to 2,000 units every two months in their personal OTE home telephone connection. For the discount, visit a OTE shop, bringing a certification that you are registered in the blind records or the document from the Disability Certification Centre committee. The certificate is issued by the Directorate of Social Welfare of your region.

Discount on DEI bill

Under the current legislation, the blind can have a discount in municipal taxes through the electricity bills. The discount is provided on request to the municipality in which you belong. It is at the discretion of each municipality whether to finally give the discount or not. You need an application as well as a confirmation that you are registered in the blind records of the Directorate of Welfare of your region or document from the Disability Certification Centre committee, certifying disability of 67% or more.

Moreover, it is possible to be charged with the Social Invoice programme rates, which includes vulnerable populations and people with disability of 67% or more.

Free Travelcards

It provides free entrance and transport with all public transport means within the city, city buses, trolleys, urban railway, tram and 50% discount on long distance transport and the Hellenic Railways Organisation (ΟΣΕ - OSE). Blind persons are entitled to two cards (the second one is for their guide), issued by the Regions and the Citizen Service Center in the beginning of each year.

Culture Card

It gives the holder free entrance to:

Museums operated by the Ministry of Culture,

Archaeological sites and monuments,

Cultural Events organised by the Ministry of Culture,

Sunday morning events in the Athens Concert Hall,

National Theatre Performances ,

Regional Theater Performances,

Films of Greek Film Centre in Athens (or reduced tickets),

Sales in book and museum markets

Circulation Taxes Exemption

For your exemption of paying the circulation taxes, contact the tax office in which you belong in the VAT-vehicle department and deposit:

Statutory declaration stating that "I do not have another vehicle for which I have exempted"

identity card and a photocopy

Car license copy

All of the above applies provided that the vehicle is NOT classified as a disabled person's car. Otherwise, contact the Ministry of Transportation.

Disabled Person Parking Card

It concerns the claim and issue of a parking card for people with disabilities. Contact the Transport Department of your Regional government, submitting the following documents:
